Girls Advocacy Programme DCI-ECPAT NL - Ghana
This activity aims to contribute to equal rights and opportunities for girls and young women, poverty reduction and inclusive economic growth; emphasizing the elimination of violence against girls and women and their economic exclusion as policy priorities. The activity does so by strengthening civil society organisations’ capacities for policy influencing, lobby and influencing.
Long-term goals: - Girls and young women are free from all forms of gender based violence - Girls and young women are economically empowered Strategic goals: - Increased public support for the elimination of gender based violence and economic exclusion of girls and young women; - Increased influence of civil society organisations and networks (in particular girls and young women’s organisations) on government and corporate/private sector actors to eliminate gender based violence and economic exclusion of girls and young women; - Improved policies and practices of corporate/private sector actors in support of elimination of gender based violence and economic exclusion; - Effective implementation of legislation and public policies and improved practices of government actors in support of the prevention of gender based violence and economic exclusion.
The activity targets the general public, including community leaders, traditional leaders, religious leaders and other key leaders; local and national government agencies; private sector parties, including local businesses; and civil society organisations, including local partner organisations. Ultimate beneficiaries of this activity are girls and young women (till age 24).

She Leads Programme Ghana (2021-2025)
In all She Leads countries, girls and young women, particularly GYW from socially excluded and exploited groups, are denied the opportunity to voice their interests and to participate meaningfully in decision-making processes. While many countries have made impressive strides in, for example, GYW’s access to education and the introduction of new laws against GBV, their socio-political participation continues to be much lower than that of boys and young men. Within the population of girls and young women (between age 14 till 24 years of age), there are specific groups of GYW in She Leads countries who suffer most from (intersectional) discrimination and exclusion.
She Leads is a joint programme of Plan International Netherlands, Defence for Children - ECPAT the Netherlands (DCI-ECPAT), African Women’s Development and Communication Network (FEMNET), and Terre des Hommes the Netherlands (TdH). Equal Measures 2030 is a technical partner. The She Leads consortium brings together child rights organisations, feminist/women’s rights organisations, and GYW-led groups and aims to increase sustained influence of girls and young women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions.
The long-term aim (impact) of She Leads is that GYW’s perspectives are included in gender responsive laws and policies and societal norms and practices. The strategic objective is to increase the sustained influence of GYW on decision-making and the transformation of gender norms in formal and informal institutions.
Central to the She Leads programme is the enhancement of collective action of girls and young women in a gender-responsive civil society (civil society domain), support by increased acceptance of positive social gender norms (socio-cultural domain) and by enabling meaningful participation of girls and young women in decision-making by political institutions (institutional domain).
Girls and young women (age 14 till 24) are the primary target group of the She Leads programme. Especially those that experience intersecting forms of discrimination and exclusion such as GYW living in poor, remot rural areas and urban slums, GYW experiencing GBV, GYW with different abilities, GYW who are out of school, GYW from sexual minority groups and refugees and internally displaced GYW. In addition, the programme works closely with CSO organisations and networks, (representatives of) formal institutions and community members and leaders.

The program in Ghana plans to strengthen the capacity of 17 girls and young women-led groups and women-led groups to advance women’s rights and gender equality.
Due to COVID-19, the program in Ghana only strengthened the capacity of 17 girls and young women-led groups and women-led to advance women’s rights and gender equality.
Capacity-building sessions have been organised for EWEF to increase their knowledge and skills on gender equality, feminism, affirmative action, girls’ activisms and GYW representation in leadership and decision-making to promote good governance to promote the She Leads agenda. This has enhanced their lobby and advocacy skills to champion GYW rights and their meaningful participation in leadership and decision-making. EWEF’s legal literacy capacity has also been strengthened for effective lobbying and advocacy with duty bearers during the National and Regional training for Champions of Change.

Some GYW groups are forming other groups that we will be working with. Also, through the university contacts we have, we plan to work with some university-based GYW groups.

Besides the two Boys and Young Men groups we are already working with (Patase Youth Wing and Kuntenase Boys Group) we are hoping to get at least an additional two BYM groups to work within the Ashanti region.

We will look out for others, but there are no concrete names yet to add.

Through She Leads, DCI provided funding to 1 GYW-led Organisation (EWEF) as a contracted partner to support the implementation of She Leads. EWEF’s partnership on the project strengthens Girls' and Young Women’s participation and inclusion in decision-making. EWEF moderates and facilitates district, regional and national level meetings, international days celebrations and advocacy programmes of She Leads. The partnership creates more avenues for GYW to take leadership roles and join advocacy programmes nationally and internationally. DCI will continue its partnership with EWEF in the future.

"From 2021 and 2022, DCI-Ghana enhanced the representation by creating safe spaces for GYW advocates to faciliate and moderate events, to lead media advocacy on radio, TV and online during key international moments. DCI-Ghana included GYW advocates in General Assembly where GYW lobbied the General Assembly to support the She Leads programme.
In 2022, EWEF has enhanced its representation by registering with Netright, WILDAF and National Youth Authority
