Girls Advocacy Programme DCI-ECPAT NL - Netherlands/International Programme
This activity aims to contribute to equal rights and opportunities for girls and young women, poverty reduction and inclusive economic growth; emphasizing the elimination of violence against girls and women and their economic exclusion as policy priorities. The activity does so by strengthening civil society organisations’ capacities for policy influencing, lobby and influencing.
Long-term goals: - Girls and young women are free from all forms of gender based violence - Girls and young women are economically empowered Strategic goals: - Improved policies and practices of multi-national companies; - Intergovernmental bodies to eliminate gender-based violence and economic exclusion
The activity targets multi-national agencies and private sector companies.

Down to Zero / Building Back Better
This activity forms part of the Building Back Better (BBB) in times of Covid-19, Fighting SEC on the Rise programme. The programme will work in 12 countries in Latin America and South and South East Asia: Bolivia, Brazil, Colombia, Peru, Dominican Republic and Nicaragua, and the Philippines, Indonesia, Thailand, India, Bangladesh and Nepal. The selected countries have particular high risks of SEC as well as compromised CPS capacity. They are highly affected by the Covid-19 related trends, with the impact of travel and tourism being an integral part of their context. The programme will also address cross-border SEC such as along the ColombiaPeru, Brazil-Bolivia-Peru and India-Nepal-Bangladesh borders.
In the BBB Programme the overall goal is to ensure that children and youth are better protected when at risk or victim of sexual exploitation in the times of Covid-19. This will be achieved through five (5) outcomes:
1. Children (in particular victims and those at risk of SEC) are able to access specialised services that protect them, help them rehabilitate, reintegrate and reduce their vulnerability to SEC in the context of Covid-19.
2. Children and youth are able to advocate for continued SEC prevention and response in the context of Covid-19.
3. Parents, caregivers, and community leaders are strengthened to provide a protective shield around children against SEC, in the context of Covid-19.
4. Actors in the Child Protection System are strengthened in multi-stakeholder settings to prevent and advocate for protection from SEC, in the context of Covid-19.
5. Intergovernmental bodies at regional and international level, governments and the private sector prioritize SEC within the wider child protection agenda in building back better during and in the aftermath of the COVID-19 pandemic.
The key target group (and final beneficiaries) of the programme are girls and boys up to 18 years old, who are victims and survivors and those at risk of SEC. We will mostly work with them through children and youth groups. We will also work with local and national government departments, including LEA officers, responsible for CPS, a wide range of civil society organisations working at various levels and private sector 7 actors, in particular in the tourism and travel industry and internet service providers.

She Leads Programme DCI-ECPAT Netherlands (2021-2025)
In all She Leads countries, girls and young women, particularly GYW from socially excluded and exploited groups, are denied the opportunity to voice their interests and to participate meaningfully in decision-making processes. While many countries have made impressive strides in, for example, GYW’s access to education and the introduction of new laws against GBV, their socio-political participation continues to be much lower than that of boys and young men. Within the population of girls and young women (between age 14 till 24 years of age), there are specific groups of GYW in She Leads countries who suffer most from (intersectional) discrimination and exclusion.
She Leads is a joint programme of Plan International Netherlands, Defence for Children - ECPAT the Netherlands (DCI-ECPAT), African Women’s Development and Communication Network (FEMNET), and Terre des Hommes the Netherlands (TdH). Equal Measures 2030 is a technical partner. The She Leads consortium brings together child rights organisations, feminist/women’s rights organisations, and GYW-led groups and aims to increase sustained influence of girls and young women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions.
The long-term aim (impact) of She Leads is that GYW’s perspectives are included in gender responsive laws and policies and societal norms and practices. The strategic objective is to increase the sustained influence of GYW on decision-making and the transformation of gender norms in formal and informal institutions.
Central to the She Leads programme is the enhancement of collective action of girls and young women in a gender-responsive civil society (civil society domain), support by increased acceptance of positive social gender norms (socio-cultural domain) and by enabling meaningful participation of girls and young women in decision-making by political institutions (institutional domain).
Girls and young women (age 14 till 24) are the primary target group of the She Leads programme. Especially those that experience intersecting forms of discrimination and exclusion such as GYW living in poor, remot rural areas and urban slums, GYW experiencing GBV, GYW with different abilities, GYW who are out of school, GYW from sexual minority groups and refugees and internally displaced GYW. In addition, the programme works closely with CSO organisations and networks, (representatives of) formal institutions and community members and leaders.

The program at the International level strengthened the capacity of 4 GYW-led groups in the context of the group's engagement with the UPR of Sierra Leone. Part of the capacity strengthening focused on the development of a joint alternative UPR report focusing on themes related to girls' rights and gender equality.

During the reporting period, ECPAT – through the East Africa regional workshop on engaging GYW in influencing regional policy- has contributed significantly to improving the capacity of 2 adult-led organisations, KAACR Kenya and ECPAT International. The capacity of the above organizations has been improved with regard to using appropriate tools when reporting GBV cases, including SEC. Also, networks were created and strengthened among these organizations as they exchanged experiences and learned tools to use when advocating their rights at the national and regional levels.

ECPAT International plans to collaborate with DCI-Liberia, ECPAT Lebanon and ECPAT Jordan to organise a regional workshop on engaging GYW in influencing regional policy to contribute to the improving capacity of GYW-led and likeminded Women-led and Adult-led CSOs about using appropriate tools when reporting GBV cases, including SEC. As well as establish and strengthen networks among these organizations as they exchange experiences and learn tools to use when advocating their rights at the national and regional levels. DCI-IS will continue its close collaboration with its 6 national sections contracted in She Leads.
In the next year we will keep working with Ghana but in a different proces CRC Ghana, UPR for 3 countries

ECPAT International partnered with Mirror Africa from Sierra Leone and EWEF Africa from She Leads Ghana for the podcast. In July 2022, the 50th session of the HRC (HRC50) negotiated a resolution on girls' rights. We supported the HRC50 Girls' Advocacy Group, a group of 14 girls and young women in all their diversity from Africa and the Middle East. We believed this resolution needed to have the voices of girls and young women – the people who best know the challenges and solutions. The purpose of this was to see an advocacy process through from start to finish, allowing girls and young women to learn in theory and practice how advocacy at the international level works and bring your experience and expertise to this space. However, it's unclear how many of these 14 organisations are contracted under She Leads at the country level.

In Ghana, on the occasion of the UPR process, we strengthened the capacity of the African Women’s Development and Communication Network (FEMNET), Women Aspire Network, Gender Centre for Empowering Development, and Erudite Women’s Empowerment Foundation. DCI-IS will hold its board elections in 2022, and we're planning to campaign for the election of more (young) women into our executive council.
DCI-IS had its board elections in 2022, which resulted in the increase in the number of women in DCI International Executive Council. For the period 2022-2026, five women have been elected including a young women from Guinea and the director of DCI-Lebanon (our contracted partner in the She Leads Lebanon program). This is the first time we reach such a high number.
