Girls Advocacy Programme DCI-ECPAT NL - Africa Region
This activity aims to contribute to equal rights and opportunities for girls and young women, poverty reduction and inclusive economic growth; emphasising the elimination of violence against girls and young women and their economic exclusion as policy priorities. The activity does so by strengthening civikl society organisations'capacities for policy influencing, lobby and influencing.
Long-term goals: Girls and young women are free from all forms of gender based violence. Girls and young women are economically empowered. Strategic goals: Improved policies and practices of multinational companies and intergovernmental bodies to eliminate gender based violence and economic exclusion of girls and young women.
The activity targets multinational agencies and private sector parties. Ultimate beneficiaries are girls and young women (till age 24).

She Leads Programme - Pan-Africa (2021-2025)
In all She Leads countries, girls and young women, particularly GYW from socially excluded and exploited groups, are denied the opportunity to voice their interests and to participate meaningfully in decision-making processes. While many countries have made impressive strides in, for example, GYW’s access to education and the introduction of new laws against GBV, their socio-political participation continues to be much lower than that of boys and young men. Within the population of girls and young women (between age 14 till 24 years of age), there are specific groups of GYW in She Leads countries who suffer most from (intersectional) discrimination and exclusion.
She Leads is a joint programme of Plan International Netherlands, Defence for Children - ECPAT the Netherlands (DCI-ECPAT), African Women’s Development and Communication Network (FEMNET), and Terre des Hommes the Netherlands (TdH). Equal Measures 2030 is a technical partner. The She Leads consortium brings together child rights organisations, feminist/women’s rights organisations, and GYW-led groups and aims to increase sustained influence of girls and young women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions.
The long-term aim (impact) of She Leads is that GYW’s perspectives are included in gender responsive laws and policies and societal norms and practices. The strategic objective is to increase the sustained influence of GYW on decision-making and the transformation of gender norms in formal and informal institutions.
Central to the She Leads programme is the enhancement of collective action of girls and young women in a gender-responsive civil society (civil society domain), support by increased acceptance of positive social gender norms (socio-cultural domain) and by enabling meaningful participation of girls and young women in decision-making by political institutions (institutional domain).
Girls and young women (age 14 till 24) are the primary target group of the She Leads programme. Especially those that experience intersecting forms of discrimination and exclusion such as GYW living in poor, remot rural areas and urban slums, GYW experiencing GBV, GYW with different abilities, GYW who are out of school, GYW from sexual minority groups and refugees and internally displaced GYW. In addition, the programme works closely with CSO organisations and networks, (representatives of) formal institutions and community members and leaders.

During the reporting period, ECPAT – through the East Africa regional workshop on engaging GYW in influencing regional policy- has significantly improved the capacity of 3 GYW-led groups from Kenya, Uganda and Ethiopia. The capacity of the above organizations has been improved with regard to using appropriate tools when reporting GBV cases, including SEC. Also, networks were created and strengthened among these organizations as they exchanged experiences and learned tools to use when advocating their rights at the national and regional levels. DCI-Sierra Leone strengthened the capacity of 4 GYW-led organisations, 3 of which are contracted under She Leads.

Under the She Leads project, DCI-SL has built the capacities of at least 15 GYW-led groups through training and mentorship until they have now been transformed into CSOs. These groups started during the GAA project, and by the end of the GAA project, they began transforming into CSOs. With the She Leads project support, they have completed the transformation process and now exist as CSOs. They have become partners of DCI-SL, and DCI-SL now organizes joint advocacy programmes with them and, at the same time, gives them small grants to implement their self-initiated projects. DCI-SL will continue to build their capacities on child/youth safeguarding. DCI-SL measures their capacity by the number of interventions/programmes undertaken by the GYW-led CSOs to promote gender equality and equal participation of the GYW.

The two main youth-led CSOs (networks) that DCI-SL has been working with are the Mano River Youth Network and the ECOWAS Youth Council. Before their involvement with the, She Leads project, both networks were male-dominated at both leadership and membership level and had no problem with such composition. With training and mentoring received from DCI-SL under the She Leads project, they have significantly increased their female membership base and given the girls some executive positions. The Mano River Youth Network has now included She Leads as one of their thematic areas of intervention in their strategic plan. DCI-SL will continue to build their capacities on child/youth safeguarding. DCI-SL measures their capacity by the number of GYW-led groups that have become members of the networks, including those with a disability, and by the number of executive positions being occupied by GYW

DCI-Sierra Leone strengthened the capacity of 6 CSOs. 2 of which are contracted within She Leads. ECPAT in turn engasged its member KAACR in numerous advocacay efoorts on Sexual Exploitation of Children in regional human rights and accountability mechanisms.

These are mainly CSOs engaged in projects that promote gender equality and women’s rights that DCI-SL collaborates with. There are several in the field, but the main ones closely connected with DCI-SL are the Child Rights Coalition and the Women Against Violence and Exploitation (WAVES). In addition, we have done several pieces of training for our personnel on regional and international treaties and how to use accountability mechanisms to carry out advocacy. Together, we submitted reports on the Universal Periodic Review and are working on the Maputo Protocol report for adult CSOs. These interventions have increased adult CSOs' capacities to advocate at regional and international levels. DCI-SL measures their power by the number of regional and international reports submitted and other forms of advocacy done for gender equality and equal participation of GYW.

DCI-Sierra Leone will build the capacity of 3 women-led CSOs that are not contracted under She Leads. Before She Leads, the women-led CSOs such as the Mano River Women and the Sorogbeima Giant Women that DCI-SL has been working with at the borders between Sierra Leone and Liberia and Sierra Leone and Guinea have been doing more economic empowerment programs such as skills training and micro-finance support to vulnerable girls and young women but had no skills in advocacy. With their involvement in the She Leads project, they now understand advocacy and have mainstreamed it into their economic empowerment programs. They now have their advocacy targets and understand which authorities to reach out to in doing advocacy. They have received training in advocacy, gender equality, gender-based violence and child trafficking. DCI-SL measure their capacities by measuring the number of advocacy interventions they have undertaken and signs recorded from their interventions. There are strong indications that DCI-SL will achieve desired capacity for itself and the three women-led organizations in future.

One of the three women-led CSOs that DCI-SL works with, known as the Sorogbeima Strong Women now have diverse groups including literate illiterate members, persons with disability and also persons belonging to different political and other groups. They, in fact, use diversity as their mantra as most of them belong to different vulnerable and excluded categories of people.

We have a strong partnership with DCI-Sierra Leone and ECPAT International as our contracted partners for the pan-African program. In 2022, DCI-Sierra Leone collaborated with DCI-Ghana and DCI-Liberia (who are both leading the She Leads programs at their country level) at the level of the AU and the sub-regional program in West Africa. ECPAT International collaborated closely with KAACR (our contract partner in She Leads Kenya) in achieving its goals advocacy at the level of the AU and East Africa sub-region.
ECPAT will continue collaborating with KAACR Kenya and partner with ECPAT members in West Africa, including DCI-Liberia and DCI-Sierra Leone, to organise regional meetings for GYW- and youth-led groups on the topic of engaging with regional advocacy mechanisms on the topic of SEC. DCI-Sierra Leone will continue to enhance its collaboration with DCI-Liberia and DCI-Ghana to strengthen their regional joint advocacy efforts as a movement.

ECPAT plans to work with the Horn of Africa to engage GYW in the ACERWC mechanisms.
In 2022, ECPAT Africa partnered with the Horn of Africa youth network, which is a She Leads partner at the regional level, to include the voices of GYW in the 40th session of the ACERWC.
